Several communities in our area offer programs for disposing of household hazardous waste:

Styrofoam can be dropped off at Chicago Logistics, at 701 Wesemann Dr., West Dundee, IL 60118 (Phone: 847-429-1926).  Packing peanuts must be bagged or boxed, and styrofoam must be type 6, which snaps when bent.  Styrofoam must be clean.  More info here.
